The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Chakra Flow refers to both the flowing of chakra through a viable jutsu as well as any technique that increases the potency of the skill by flowing chakra through it. Usually, Blood chakra is used to flow through Water chakra in order to either dramatically increase their various pre-existing properties or to gain additional advantageous effects. The user must be able to insert blood into the technique to initiate chakra flow, but direct contact with the weapon/technique is not necessary to maintain chakra flow. This allows most water techniques to have higher density or form sharper attacks with water or simply gain better control over the jutsu.

[3].Name: Kawarimi no Jutsu (Substitution Technique) Canon/Custom: Canon Rank: E Type: Ninjutsu Element: None Range: 50 feet Description: With this technique, users replace their own body with some other object, generally with a block of wood, the moment an attack lands. This creates an optical illusion, making the enemy think the attack was successful. From this, the user can use the lapse in the enemy's attention to attack or flee from the battlefield. Explosive tags can be attached to the replacement for an added surprise. It's a basic ninjutsu even taught at the Academy, but it's a useful art that can be applied in variety of situations.
[4].Name: Bunshin no Jutsu (Clone Technique) Canon/Custom: Canon Rank: E Type: Ninjutsu Element: None Range: Small-Mid Range Description: Hand signs are Ram → Snake → Tiger A ninjutsu that creates an intangible copy of one's own body, without any substance. Since the clone itself doesn't have the ability to attack, and thus can only be used to confuse the enemy, it is mainly used in combination with other ninjutsu. It's a basic technique, but depending on one's ingenuity, it can be used effectively. The clones may dissipate when they come into contact with something.
These clones can be easily distinguished by persons with dōjutsu. A person with normal eyes can also distinguish the clones from the original, since the clones do not have shadows and will not disrupt the area around themselves with their movement (i.e. won't kick up dust, crush grass, etc…). [5].Name: Henge no Jutsu (Transformation Technique) Canon/Custom: Canon Rank: E Type: Ninjutsu Element: None Range: Self Description: It is typically used to change into people other than oneself, but one also has the ability to change into animals, plants, and even inanimate objects like weapons. This gives this technique an abundance of uses. The transformation of a skilled shinobi will be exactly like the genuine article, so it will be impossible to tell the two apart. On the other hand, a transformation performed by an inexperienced person will have obvious discrepancies. It will be impossible to deceive anyone with it. This is one of the most basic ninjutsu, as such most shinobi know how to perform it. This technique lasts for 4 posts with a cool down of 2.

While powerful, it is highly absorbent and too much fire or water will eventually affect the user's mobility and reduce its defensive might. [4].Name: Chiton: Kotsuniku (Blood Release: Blood Relations) Canon/Custom: Custom Rank: D Type: Kekkei Genkai, Supplementary Element: Blood Release Range: Short-Mid Range Specialty: Ninjutsu Duration: 1 to 5 posts Cooldown: 5 posts Chakra: 10 Description: A skill used by a user of the Ketsuekijunkan kekkei genkai to detect someone's blood flow. By simply touching the ground with the users index finger, they can detect the presence and number of enemies. Using this technique, the ninja can tell when enemies are approaching, and can easily track down targets. The range of this technique varies between users and only works on objects that are either touching something on the ground or they themselves have flowing blood in their body. The ability extends to telling when a person is lying from the fluctuations in a person's blood flow made from dishonest actions.
Objects with blood are shown as a vibrant red while all other objects are seen as black. Making seeing what is between the user and the target unknown.
[5].Name: Chiton: Suiton: Kage Suiton no Jutsu (Water Release: Hiding in Water Technique) Canon/Custom: Canon Rank: D Type: Supplementary Element: Water Release Range: Short-Range Specialty: Ninjutsu Duration: 4 posts Cooldown: 2 posts Chakra: 10 Description: This is a ninja technique that allows the user to blend in with water to be undetected. The technique also erases the user's scent and shadow, and is usable on any terrain, making it ideal not only for covert maneuvers but also offensive strikes. Perceiving the user's position is possible only for ninja who are astute enough to observe variations within their surrounding environment, such as the water source being out of place. The usefulness of this ability can be entirely negated by those with special vision or sensory skills, except for particularly adept users, who can completely erase even their chakra signature with it. Chakra signature will reappear if another jutsu is used. The user may be attacked whilst coming out of the water and if done, the user is brought out of the water instantly.

The mist can change densities at will from being semi-transparent, to being thick enough not even light can penetrate the mist. Due to how the mist is formed it is filled with the users chakra, due to this Dojutsu such as the Sharingan and Rinnegan will only see bright colors of chakra, where as the Byakugan due to how it is made can view through the mist. The user is able to sense the movement of the chakra in the mist to find and locate objects and bodies within the confines of said mist.
[7].Name: Shiden (Swordflash) Canon/Custom: Custom Rank: D Type: Offensive Element: N/A Range: Short-Range Specialty: Taijutsu; Kenjutsu Duration: 1 post Cooldown: 2 posts Chakra: 10 Description: The user thrusts their sword at their opponent, aiming the sword further to one side so that the user finds themselves in front of the opponent and the sword blocking off one side of escape. The thrust provides a unique situation for the user as the target either moves to the directed side or get stabbed. But this is only one half of the skill. The user of this Taijutsu attack charges at an opponent with the one arm held out to the side. The arm is then rammed anywhere from the opponent's torso to head forcefully, potentially carrying the foe along with the attacker for a distance before the charge is halted, causing the foe to be tossed forward from the sudden change in momentum. The attack leave the opponent with few escape options and privies the user with a near perfect chance of striking the opponent unaware.

In an quick and fluid motion, the use pulls their fist away from their hand, pulling blood from both the top of the fist and the palm of the hand. The fist is covered in the blood and creates a 6mm think shield of blood at is at minimum, half the size of the user. The strength of the shield when created can block normal weapons without chakra enhancements up to B rank. The user is limited to a five foot radius in all directions once the jutsu is activated but while attacked, the user is unable to move. 20+00 = Blocks D rank and below ~ Half the size of user 20+10 = Blocks C rank and below ~ Full size of user 20+20 = Blocks B rank and below ~ Three times the size of user
[2].Name: Mizu Bunshin no Jutsu (Water Clone Technique) Canon/Custom: Canon Rank: C Type: Ninjutsu Element: Water Release Range: Close (0m ~ 5m), Mid (5m ~ 10m) Description: Hand signs are Tiger. The Water Clone Technique is similar to the Shadow Clone Technique except it creates clones out of water. Like other solid clone techniques, the clones can be used to perform tasks the user is unable or unwilling to do for themselves. The range of the clone is limited however, as it can not travel very far from the original body. Additionally, water clones only have one-tenth of the original person's power. Like other clone techniques, if the water clones are injured enough they will revert back to normal water. The maximum amount of clones is 6. This clone is destroyed in a single blow, and has a 3 post cooldown.
[3].Name: Hyouga-Ryū Toraianguru (Glacier-Style Triangle) Canon/Custom: Custom Rank: C Type: Offensive, Element: Water Release; Blood Release Range: Short-Range Specialty: Kenjutsu Duration: 1 posts Cooldown: 3 posts Chakra: 20 Handsigns: Description: The user does a powerful spin, generating the momentum needed to slash at any opponents to their left, right and behind them. The user can also utilize this spinning motion to trick an enemy that's in front of them. The enemy is fooled into thinking the user will attack them, but instead the user attacks the targets in all other areas but the front.
[4].Name: Chiton: Chimame (Blood Release: Blood Blister) Canon/Custom: Custom Rank: C Type: Kekkei Genkai, Offensive Element: Blood Release Range: Short-Range Specialty: Taijutsu; Nintaijutsu Duration: 1 post Cooldown: 4 posts Chakra: 20 Handsigns: Description: While some may see it as "superhuman strength", this technique is actually an application of the Blood Release, that demands the ability to concentrate and minute chakra control. An immense amount of chakra is kneaded inside the blood held within the users body, and a moment later all of the chakra is sent from the blood and it is gathered into the fist as the blood condenses and forms a solid mass over the fist. That chakra is then released into the target, which does a great amount of damage. With the damage done dependent on the amount of chakra used.

[5].Name: Suiton: Teppōdama (Water Release: Gunshot ) Canon/Custom: Canon Rank: C Type: Offensive Element: Water Release Range: All Ranges (30 meters) Specialty: Ninjutsu Duration: 1 post Cooldown: 3 posts Chakra: 20 Handsigns: Description: The user kneads chakra, and converts it into water, and then spits it out in the form of condensed balls. The high-speed water ball attack that causes bruised bones and potentially torn muscles. While this is a water release technique, it can still be employed someplace where no water is available, which is a great advantage. It is also possible to increase the power of destruction of the spheres themselves by building up the chakra inside of them. The number of bullets is determined while kneading chakra. By taking advantage of gravity, the bullets can brutally increase in power. Each about the size of a softball, shooting at a speed of 45 mph. The effects change when how much chakra is put into it changes.

[6].Name: Suirō no Jutsu (Water Prison Technique) Canon/Custom: Canon Rank: C Type: Supplementary Element: Water Release Range: Touch Specialty: Ninjutsu Duration: Until arm is removed or 5 posts Cooldown: 5 posts Chakra: 20 Handsigns: Description: This technique is used to trap a victim inside a virtually inescapable sphere of water. The only downside to this technique is that the user must keep at least one arm inside the sphere at all times in order for the victim to remain imprisoned. This technique requires a sufficient amount of water, which can be provided by expelling it from one's mouth. Once trapped the target is unable to escape while within it due to the heaviness of the water. Because of the density of the water it can be used, to a limited extent, for defensive purposes if performed on oneself. It can also be stored in scrolls as traps. Water clones can be used in preparation for the technique, which block an opponent's attack and trap the attacker in the prison using the clone's own water. Raiton jutsu used on the sphere(C rank or above) will damage the user, more damage with higher ranks. This happens due to the electricity traveling into the users arm.
B-Rank:
[1].Name: Hyouga-Ryū Sukuea (Glacier-Style Square) Canon/Custom: Custom Rank: B Type: Offensive, Defensive Element: Water Release; Blood Release Range: Mid-Range Specialty: Kenjutsu Duration: 2 post Cooldown: 6 posts Description: The user first imbues their entire blade with water or blood, before slashing in the direction of the desired enemy, resulting in the creation of large arcs of raging water or blood that are seven feet high. A skilled user of this technique is capable of surrounding their immediate area with a square wall of raging torrent waves, capable of catching multiple targets even if they approach from numerous angles simultaneously and causing searing pain from the needle-like sensation of the water/blood. The area can expand from 5 feet in circumference for the short range swipe, 10 feet for medium, 16 feet for long but otherwise the waves are stationary. Costs 30 chakra for initial activation post and then 15 for the second. If a target is caught completely in the arc, the target will loose all feeling to their body as if trapped in below freezing temperatures. If the target is grazed, the grazed part of the body will feel a sudden and sharp pain which will cause the area around the struck area to feel sharp needle like sensation for 5 posts after.
[-].Name: Hien (Flying Swallow) Canon/Custom: Canon Rank: B Type: Taijutsu Element: None/ Water Release Range: Short-range Description: An addition-line ninjutsu that augments the killing power of a blade — like a kunai or sword — by flowing chakra into it. The materialized chakra is shaped like a blade, cutting up everything it touches. It is also possible to alter the attack range of the weapon by adjusting the amount of chakra put into the blade. Seeing through the movements is said to be very difficult.
The density of the chakra is so high it becomes visible. It not only raises the power of the weapon, but simultaneously turns oneself into a blade as well. The chakra-enhanced blades are strong and sharp enough to cut through solid rock and iron. The technique works best with elemental chakra, with water release chakra the user can chill the water to cause numbness to the struck area.
[2].Name: Suiton: Suijinheki (Water Release: Water Encampment Wall) Canon/Custom: Canon Rank: B Type: Defensive Element: Water Release Range: Short-Range Specialty: Ninjutsu Duration: 3 posts Cooldown: 4 posts Description: This defensive technique creates a wall of water around the user. Enemy attacks are completely intercepted by a fence of water blown out from the mouth, and is raised from below with tremendous might. The water is blown out in the form of a circle around the user, and it makes for a defense without openings. It is also possible for the user to control the amount of water and duration at will. The wall's strength and resistance change following the quantity of chakra poured down into the water, so a skillful shinobi will be able to build a sturdy one. Furthermore, because the field of vision is maintained even while defending one can easily go on to the next move, which is a great advantage. The wall can also be formed from a pre-existing water source. The water cylinder is 8 meters high and 2 meters thick, S rank fire jutsu can break this wall, A rank fire type jutsu are weakened by 25 percent, B rank fire justus are weaken by 50 percent and C or lower type fire justus are completely repelled. C Rank jutsu and higher are capable of completely penetrating through. B or higher lightning justu are can also break the this jutsu completely. Weapons like swords and kunai are not very affected due to the volume of water that the user creates kunai and other throwing weapons would be completely stopped due to water density and swords that are reduced in swinging power by 40 percent due to thickness and density of the water.
[3].Name: Chiton: Ketsuekigyo Ko (Blood Release: Blood Clotting) Canon/Custom: Custom Rank: B Type: Kekkei Genkai, Offensive, Defensive Element: Blood Release Range: Short-Range Specialty: Ninjutsu Duration: 6 posts Cooldown: 6 posts Chakra: 30 Description: This is a technique where the user encases themselves in a countless number of sharp needles, but in truth, the needles are the user's actual blood. Chakra grants the blood under the users skin to rise up and out and have the hardness of steel and shape of multisized needles, endowed with a capacity to injure and kill on par with that of metallic weapons. In addition, if activated in response to an opponent's attack, it can also be used as a counter. The blood is made hard enough that it can withstand blows from certain types of weapons such as arrows, kunai and other normal weapons. The needles are stationary and can not be removed willingly from the body by the user and the protects from physical jutsu up to rank B and all other jutsu rank D and lower.
[4].Name: Suiton: Suiryūdan no Jutsu (Water Release: Water Dragon Bullet Technique) Canon/Custom: Canon Rank: B Type: Offensive Element: Water Release Range: All Ranges Specialty: Ninjutsu Duration: 3 posts Cooldown: 6 posts Chakra: 30 Handsigns: Description: This technique shapes a large amount of water into a giant, powerful dragon, which hits the opponent with formidable might, dealing physical damage. If damage is dealt directly, the dragon has the same force as a spear thrown with enough force to pierce through iron. The ideal place to use it is near a body of water, but if the ninja's skill allows it, it is possible to use it even in a place where there is any water. The amount of water used depends on the skill of the ninja using it. The basic, standard size is 30 ft. It can maximize 70 ft if the user is around enough water. The larger the dragon, the harder it is to dodge. Handseals. Cooldown of 4 posts.
Special Jounin if their primary element is water, can create the dragon without any water around only ONCE. Jounin and up for everyone else still, only ONCE.
If a ninja were to maximize the size of the dragon, here is what is required per rank. An ocean for chuunin. A lake for Special Jounin without water as primary. A river for Jounin and Special Jounin with primary element being water. Can create at maximum size only once without any water around. The next attempt needs a river.
A-Rank:
[1].Name: Hyouga-Ryū Gohenkei (Glacier-Style Pentagon) Canon/Custom: Custom Rank: A Type: Offensive Element: N/A Range: Short-Mid Range Specialty: Kenjutsu Duration: 2 posts Cooldown: 8 posts Description: The user first imbues their entire blade with chakra, they then raise the sword up in the air and slash downward in an arc, bringing it back up in in a slant, cutting across, back down in another arc and then finally back to its original point. After this, a flow of what seems to be liquid would follow in the same manner but much after till a five pointed star appears in front of the user and lines connect from each point to form a Pentagon. Next, the user draws their sword back and thrusts it into the center of the star, which launches the water pressure at the opponent in the shape of pentagonal dragon, the dragon taking on a mist-like form. The water will condense as it's moving and be focused into a single direction, the dragon becoming thinner, more agile and able to chase down a fleeing enemy. The technique then explodes on command, releasing the built up pressure in an instant directly onto the opponent. A 'B' rank Doton technique can counter the dragon and force it to explode prematurely. The dragon is able to pierce through solid steel and explodes with the force of a hand grenade.
[2].Name: Suiton: Daibakufu no Jutsu (Water Release: Great Waterfall Technique) Canon/Custom: Canon Rank: A Type: Offensive Element: Water Release Range: Mid~Long Specialty: Ninjutsu Duration: 4 posts Cooldown: 15 posts Chakra: 40 Description: Following the hand signs, the user gathers water from around them and directs it in front of them, the water is then condensed and gathered into a large spiraling vortex in front of the user three meters in width. Once gathered, the user then releases the water forward as if it was a raging waterfalls, the speed of the compact waves blasting forward to make one large frontal wave capable of flooding an area. The wave has a set impact strength and speed of 50mph, and can be increased by ten for each post the users lets the water gather, increasing the amount and force it is fired forward. The wave once released expands outwards in all directions to form the thirty meter wave that crashes forward ready to crush anything in its path. The jutsu requires a large body of water to use, most commonly a lake that the user is fighting upon. Should the user master the jutsu they can use the moisture in the air to aid them in creating the jutsu, they however need to still have a decent water source such as an area flooded by prior Suiton. Only once per topic.

The liquid then forms into a giant orb or dome instead of letting it flow freely, the dome is three-fourth's a mile in every direction and half a mile tall. The user uses the blood in the water to deliver oxygen to their lungs allowing the user to breath whilst underwater and causing the enemy to struggle. The added density of the liquid itself is another problem for the enemy as it is far thicker than normal water making escape from it harder than average. Afterwards, the excess water can be used for additional Water Release techniques and by moving the blood in the water away from the Water Release technique, this allows for the user to accomplish the skills while underwater and still having the effect of the desired jutsu.
The use of the Blood Release in such a way comes at a price. The user begins to feel fatigued after the use of jutsu after the Ketsuatsu's activation as the oxygen is not normally flowing through the body anymore at its normal rate, each jutsu costing an extra 5 chakra to use (ex. jutsu 30+5; next 30+10, next 30+15, etcetc). In the topic after the use of the Ketsuatsu, the user will be in a sick state (cold or flu like symptoms) as their immune system is now far weaker due to the amount of blood used in the jutsu and is no longer fully present in their body. The user need also worry about getting cut or bleeding in general as wounds will not heal in that topic either, as the cell fragments that work with blood clotting chemicals at the site of wounds is rarely present now so the user can very well loose their life to blood loss.
