The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Name: Raiton: Juudenki [Charger] Canon/Custom: Canon Specialty: Ninjutsu Element: Raiton Rank: D Type: Supplementary Duration: 1 posts Cooldown: 2 posts Effects: An electrical technique that sends a surge of electricity through the body, causing mild pain through the nervous system. The purpose of this is to force the body to be aware, giving pain in order to "Re-start" the system. This is useful for preventing the body from falling unconsious, assisting one when disoriented, and aiding in concentration. This effect does not break genjutsus, though depending on the illusion may aide them in resisting it.

Separate bolts arc out one at a time from the users hand upon the users will. The user can let three bolts out and each bolt can cause electrical burns on the outer layer of the skin.
Name: Raikyuu [Lightning Ball] Canon/Custom: Canon Specialty: Ninjutsu or Kenjutsu Element: Raiton Rank: C Type: Offensive Duration: 1 post Cooldown: 4 posts Effects: A technique in which the user projects their chakra by bouncing the energy between their hands, causing a resonating effect with their energy creating a sphere. The sphere will then take on a charge, sparking into existance and creating a ball of lightning. This sphere can then be thrown at an enemy, electrocuting anything it touches in a blast of energy. The blast radius itself is small reaching only 4 feet in height and 3 feet across. If caught in the blast the target suffers from mild electrical burns on contact along with light numbness. (numbness lasts 2 posts)
Name: Raiton: Jibashi [Electromagnetic Murder] Canon/Custom: Canon Specialty: Ninjutsu Element: Raiton Rank: C Type: Defensive, Offensive Duration: 1 posts Cooldown: 4 posts Effects: This technique is a close-range jutsu that consists of focusing electrified chakra to the palm of the user's hand, condensing it until the jutsu is utilized. Upon usage, the stored electricity will spray forward randomly, striking anything near the spray of lightning, deflecting projectiles, striking foes, and defending the user from earth-based techniques. If the target is within a foots distance he or she will suffer minimal electrical burns on contact with each separate bolt. About 30 tiny bolts are made and they shoot out about 6 feet out from the user. At close range the bolts can tear through rock but as they separate they lose strength only cause numbing on impact. If caught up close the bolts would cause deep tissue damage and numbness lasting for 2 posts, but if only caught by straw bolt slight numbness at impact point would occur for only 1 post.
Name: Ikadzuchi no Kiba [Lightning Bolt Fang] Canon/Custom: Canon Specialty: Ninjutsu Element: Raiton Rank: C Type: Offensive Duration: Requires one post to charge and can be fired on second post Cooldown: 5 posts Effects: A lightning ninjutsu that attacks indirectly, first concentrating the electrical power before shooting it into the sky, where it will then arc down again at an opponent. While in the air it will take the form of a bolt, firing itself at an opponent and blasting through obstacles that are tough as wood. Because of the slight delay, the move can not be used quickly, however, it can avoid obstacles that directly interfere with it's path. Similar to that of an actual lightning bolt but its strength is pale in comparison. Often used as a surprise attack as many aren't thinking they will be struck by lightning randomly. If hit with the bolt the target will suffer electrical burns and deep tissue numbness at contact point. (needs something to conduct electricity such as a sword)
Name: Raigeki no Yoroi [Lightning Strike Armor] Canon/Custom: Specialty: Ninjutsu Element: Raiton Rank: B Type: Supplementary, Defensive Duration: 3 turns (can be maintained) Cooldown:6 Effects: A technique that begins in an identical fashion as Ikadzuchi- However, the bolt will instead shoot downward back upon the user, impacting their body and surrounding them with chaotic lightning. Surging around the Shinobi, a glowing armor of lightning will be created. This effect is created by using ones chakra to control the electrons around ones body keeping the lightning moving around ones body constantly. This armor will shield the body with its electrical currents, as well as make any contact or weapons the user uses to be engulfed in the energy as well, adding a shocking effect to any blows they do. Because of this dual nature, getting near one using Raigeku no Yoroi is a dangerous task. If one does come in contact with the armor they will suffer burns and numbness lasting for 1 post.
Name: Gian [False Darkness] Canon/Custom: Canon Specialty: Ninjutsu Element: Raiton Rank: B Type: Offensive Duration: 1 Cooldown: 7 Effects: A lightning-based jutsu which charges a great bolt of lightning, springing forth from the user's mouth and shooting off at an enemy. This missile is particularly destructive, rendering anything weaker than rock near into rubble as it shoots off at a foe, impaling them and at the same time shocking their body. Its strength is such that most barriers will fail to protect the user, for even if the actual bolt itself does not strike you, the electrical energy may still pass into you. This jutsu is special out of all the Raiton jutsu because of its piercing ability. It's been known to go through people who do nothing to stop it or if it doesn't hit anything on its path. The jutsu will penetrate any C rank barrier, and its energy will still pass through B rank barriers causing numbness to whoever is behind it The jutsu itself only causes mild burns but it numbs the skin and surrounding muscle severely as it penetrates deeper into the target. Name: Raiokami [Lightning Wolf] Canon/Custom: Canon Specialty: Ninjutsu Element: Raiton Rank: A Type: Offensive, Defensive Duration:5 posts Cooldown: 8 posts Effects: A ninjutsu that calls forth a beast of thunder, it's body stemming from your hand and forming into a dire wolf. This creature, as long as the user is maintaining the chakra from the hand to the beast, will move to the user's will, springing forth at foes with it's charged fangs or acting a shield- whatever the situation requires. The Raiokami's body is easily disrupted, however, the user may reform its body by paying 5 more chakra for maintaining (total of 25). Being made of raiton chakra thats closely resembled to lightning the beast is quick being able to attack repeadiately its claws and bites causing wounds similar to that of an animal but coated in electrical burns and causing mild numbness.
Name: Ikadzuchi no Utage [Lightning Bolt Feast] Canon/Custom: Canon Specialty: Ninjutsu Element: Raiton Rank: A Type: Offensive Duration: 1 post takes 2 posts to charge Cooldown:9 posts Effects: Like it's predecessors, Ikadzuchi consists of the ninja releasing a blast of lightning. This jutsu uses far more chakra however as the user uses some sort of conductor (usually a sword) and stabs it into the ground shooting his concentrated raiton chakra towards the enemy. The electric current racies through the earth. When the current approaches its target, it can split into multiple tendrils to attacking multiple targets or delivering all of its power to just one.
Name: Rairyuu no Tatsumaki [Lightning Dragon Tornado] Canon/Custom: Canon Specialty: Ninjutsu, Kenjutsu Element: Raiton Rank: A Type: Offensive, Defensive Duration: 4 posts Cooldown: 8 posts Effects: Rairyuu is a jutsu that spins an electircal field around the user, rotating it at gradually increasing speed and expanding the size of it. These conditions will cause a great cyclone of lightning to rage into existence. The electricity is gathered by raising a conductor (such as a sword) into the air and drawing in the electricity before manipulating it. This tornado surrounding the user will move with the user- So striding towards a foe will cause Rairyuu to move with you. The rotating lightning acts as a blade, slicing anything near it and releasing small bolts of lightning erratically. The field is created similar to that of making the lightning armor. By focusing chakra and then spinning the user can focus the electrons around him and start a 'lightning tornado'[/b][/b]

If you changed the name, I recommend not doing so. It makes it extremely difficult to find the technique. Please look up and include all of the jutsu in that link above as well, unless they are chidori variants or banned jutsu.

Fix that duration, and know that no B rank will have a duration as high as that 15
Lightning strike armor doesn't lash out, it merely protects as a shield, so remove that lashing out bit

Its strength is such that most barriers will fail to protect the user, for even if the actual bolt itself does not strike you, the electrical energy may still pass into you. With this make it so C rank barriers are pierced through by both lightning and currents, B rank barriers are not pierced but the energy may phase through and cause mass numbing for 3 posts, paralysis for 1 post.

Note that swords should act as conductors for the start of the technique, so a sword(s) should be raised in the air for the electricity to be brought down.

Sorry about my templates being all jumbled up I think it's cause the first one i made i got all switched around, but all the information is there just in a weird order.
Also I changed two of the jutsu that were on the list. They are the same jutsu called Electromagnetic Murder on the site you linked but since the listed jutsu had weaker and stronger versions an I made two seperate versions if thats ok.
