The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Name: Bunshin No Jutsu Canon/Custom: Canon Rank: E Element: None Type: Ninjutsu Range: Description: Hand Seals; Bunshin no Jutsu is a Ninjutsu technique which every ninja learns at the Ninja Academy. The Bunshin technique creates a copy of the ninja without substance and thus this clone can do absolutely no damage at all in any way. The copy resembles the ninja in every way. This clone can function as a distraction or as means to confuse one's opponent. As soon the Bunshin gets attacked or comes into contact with an opponent, it will disperse. The number of clones able to be produced is determined by the user's rank as follows. D Rank; 2 Clones. C Rank; 3 Clones. B Rank; 4 Clones. A Rank; 5 Clones. S/SS Rank; 6 Clones. 4 round cool down.
Name: Kawarimi no Jutsu No Jutsu Canon/Custom: Canon Rank: E Element: None Type: Ninjutsu Range: 50 feet Description: One round charge up rather than hand seals; Kawarimi no Jutsu is a basic Ninjutsu technique. When in danger the ninja will quickly substitute themself with another nearby object, this object must be something like a log or stone roughly the same size as the user. The size doesn't have to be exactly the same as the user but what this means is a person can't replace themselves with a leaf or a twig, nor could they replace themselves with a giant boulder, if questions arise over uses of this technique contact an admin but any decision they make is final. In addition this can not be another person unless that person is willing. This allows the ninja to quickly flee and hide while the original object takes the brunt of their opponents attack. These objects or other people must be within 50 feet of the user when the technique is performed. There is a 5 round cool down between uses of this technique and it can only be used a maximum of 3 times per topic.
Name: Henge no Jutsu Canon/Custom: Canon Rank: E Element: None Type: Ninjutsu Range: Description: Hand Seals; Henge no Jutsu is a ninjutsu technique which every ninja learns at the Ninja Academy. Henge allows the ninja to transform themselves into any person or object. This allows the ninja to move with stealth or to trick their opponents. However, while transformed only the user's shape and appearance changes. Meaning that if say the host turns themselves into a sword they won't be able to cut anything unless their body could do so naturally. This technique lasts for 4 posts with a cool down of 2.

Name: Ichiji Tekina Mahi [Temporary Paralysis] Canon/Custom: Custom Rank: E Type: Offensive/Defensive Element: Raiton Range: 6 meters within eyesight Specialty: Ninjutsu Duration: 1 Second Cooldown: 1 Post Description: Just as the name suggests the jutsu causes temporary paralysis in the area under the scope of the user's vision. The user would send a near invisible Raiton style chakra signal towards whatever body part of his opponent which would cause a 1 second opening or even a chance to escape an attack, though if not timed correctly it's pretty useless. Cannot be used on other jutsu. No handseals required.
Name: Bitoku: Chinmoku [Virtue: Silence] Canon/Custom: Custom Rank: E Type: Supplementary Element: None Range: The user. Specialty: Ninjutsu Duration: 5 Cooldown: 1 Description: Requires only one handseal. The first of Syn's "Vices and Virtues" jutsu series. After the seal is performed the user's footsteps would then become impossible to hear and if the user so chose would render them unable to speak, in order to thwart any attempt to get information from them through torture.

Name: Kaminarino Paamu [Lightning Palm] Canon/Custom: Custom [Clan] Rank: D Type: Offensive Element: Raiton Range: Hands Specialty: Ninjutsu Duration: 3 Posts Cooldown: 2 Posts Description: The user produces lightning styled chakra and shapes it around both of their hands which would cause small burns on the opponent and slight numbness if hit is successful. If a pressure point is hit, it would cause severe numbness and also disable the use of that area for 2 posts.
Name: Tsukino Me [Moon's Eye] Canon/Custom: Custom [Clan] Rank: D Type: Offensive/Defensive Element: N/A Range: Vision Specialty: Ninjutsu Duration: 5 Cooldown: 2 Description: No handseals. Veins would appear along the side of the temples much like when the Hyuga activate their Byakugan and then what the eyes perceive would be slowed down by 10%, therefore increasing their reaction time to attacks and giving them faster maneuvering skills.
Name: Doton: Dochuu Eigyo (Earth Release: Underground Submarine Voyage) Canon/Custom: Canon Rank: D Element: Doton Type: Ninjutsu Range: N/A Description: After the required handseals, the user can sink into the ground and travel through the earth. After the jutsu is used, the user can freely move through the earth. The user must emerge again either the same post or the next one. The opponent can sense the user's location through normal chakra sensing, though it takes a sensor to pinpoint the exact location. The cooldown is one post after the technique is used.

Name: Doton: Doryuu Taiga (Earth Release: Earth Flow River) Canon/Custom: Canon Rank: D Element: Doton Type: Ninjutsu Range: N/A Description: After the required handseals, the user turns the ground beneath the target into a river of mud. The river will start under the opponent's feet and will expand for a few meters. The river is three meters wide. If the opponent gets caught in the river, he or she will be stuck, bound by the sticky mud. After the jutsu stops advancing, all that is left is a motionless pool of mud. It cannot uproot trees or affect terrain at a large scale. The cooldown is one post after the technique is used.

You don't need to place the academy jutsu here, they will be added automatically.
Ichiji Tekina Mahi [Temporary Paralysis]: It's range as eye sight is a bit vague, please give it defined range. Also, E-ranks don't usually have too much of an affect within combat, though this one is rather interesting and iffy. I'll come back to it on further speculation or second opinion from another staff member.

5 feet, but I put eyesight for the simple fact that if the user used a visual-enhancing ninjutsu or Doujutsu, then their eyesight would be heightened and would be able to see farther more clearly, however if that is too much or something I'll keep it at 5 feet?
Standard eye sight is 20/20 vision, the metric equivalent of which is 6/6 vision. In other words, 20 feet/6 meters for normal visual performance.
So take that value and then add the additional distance value based on visual rankings from your clan and place it within the range.
Example:
Range: 20 feet/6 meters
Additional range per rank of user:
Genin ~ 50 ft. Chuunin ~ 100 ft. Special Jounin ~ 150 ft. Jounin ~ 200 ft. Kage ~ 250 ft.
Now obvious it is not really going to be overly successful at further ranges or really all to helpful until it is for support value, so it'll be allowed. However, being the huge amount of distance increases, maybe define exactly, in fine detail, of how it works. That way there is no confusion while being used at extremely long ranges. After all, it isn't an doujutsu but a ninjutsu, so eye contact alone will not mean it just works, like a sharingan genjutsu would.
Hmm, I should've made it a Doujutsu.. Eh too late hmm I'll have it only work within 6 meters and outside of that is useless. Going into fine detail is just too much work lol Is that acceptable?
As long as it has a max range, it should be fine. If any of the other staff have an issue with that, they will tell you with their evaluation. As far as I can see though, it seems fine.

Cooldown: N/A Description: When this jutsu is used it grants Syn the ability to move his plasma jutsu (fire and katon as they are categorized as low level plasma) in any way as if he were a bender of sorts. He cannot dismantle/enlarge/miniaturize/ or add on to any jutsu he uses this effect on. He can only use it on jutsu of his own making therefor he cannot push or pull anyone else' jutsu in any way. This has no cooldown, however requires 25 chakra for every post used.

Specialty: Kenjutsu Duration: 1 post Cooldown: 4 posts Description: The user pours lightning chakra into their blade then sticks the blade in the ground. Optical electricity flows from the blade and into the earth, making a course towards the enemy. The electricity will continue to follow the target until it connects with its target or until the target reaches the techniques range limit. The electricity will only be able to move on ground surface, meaning that the opponent is safe in the air or on trees. It moves in a straight line, meaning that it cannot serpentine itself around a course. The electricity flows at a speed of 15km/h but can move faster given more chakra. If the user places 20 chakra into this technique, the electricity speed will be at 20km/h; if the user places 30 chakra into this technique, the electricity speed will be at 30km/h; if the user places 40 chakra into this technique, the electricity speed will be at 40km/h; and if the user places 50 chakra into this technique, the electricity speed will be at 50km/h. This lightning can only paralyze the enemy by one post, leaving the opponent as an immobile target.

Each stab is strong enough to puncture the enemy deeply. This technique will cause the opponents eyes to lag behind, forcing the opponent to see after images of each slash. The speed of the stab depends on the speed of the user, meaning that an A rank speed user will be able to stab at 40km/h. The number of stabs are 60 in total; this jutsu does not take away chakra.

Name: 1st Seal - Thousand Year Curse: The Wrath of Ra Canon/Custom: Custom Rank: B Type: Offensive Element: Raiton Range: 6 meters Specialty: Genjutsu Duration: 3 Posts Cooldown: 6 posts Description: No handseals. Two post charge. When charged for two posts a bright purple colored Eye of Horus appears on the forehead of the caster, marking the activation of the jutsu. When the opponent(s) see(s) the bright eye on the caster's forehead it immediately stops their motion as well as the caster's, putting them both to "sleep". However, if the opponent shuts their eyes within 1 second of the light's arrival and keeps them shut for the remainder of the post, nothing will happen and the jutsu will immediately enter its cool down phase. The eye shines brightly for 1 post. The brightness of the eye that the opponent sees is actually Raiton chakra transferring to their brain's receptors and causing them to undergo a two-part hallucination.
The first part of the hallucination lasts for two posts. When put under the effects of the jutsu, the opponent sees themselves battling it out with the caster in a large 50 by 50 foot square supported only by one large pillar. Atop this squared off expanse, neither can use jutsu, but instead only the equipment they arrived with. Whatever abilities their weapons respectively hold, however, are kept. If the caster is knocked out, killed, or hit off the square into the depths below, then both the caster and the victim(s) are immediately pushed out of their sleep. If the victim(s) is/are knocked out, killed, or hit off the square into the depths below then they will immediately pass on to the second phase of the hallucination. In addition, if the two posts pass and the caster has not been defeated, the opponent will pass off into the second phase regardless. If an ally has been accidentally caught in the jutsu, there exists a fails safe. The caster, through direct hand contact, may plant a seal (within the hallucination) returning their consciousness.
The second phase of the seal lasts for 1 post. The caster's consciousness will return, but they will be completely paralyzed and is allowed to charge a jutsu to prepare for another attack, however any jutsu that requires handseals, for obvious reason will not be able to be used. Within the victim(s) mind, they are attached to a cross with their hands behind the back of the cross nailed down atop each other and their feet in front, also nailed down. The setting is placed within a very large and sandy desert where a small village of reapers live about 500 ft from the cross. Within this post, they will live out 1000 years where a reaper clad in an all black cloak and a large scythe will come down to the cross once a day and slowly cut them from ear to ear in a Joker-like fashion, cut them from the left side of their abdomen to the right side until their intestines slightly poke out and then behead them. This will happen every day for "1000 years" and on the last day the silent reaper will finally speak saying,"Live, for one day I shall return." The opponent(s) will regain full consciousness while the caster regains use of their body.
After the jutsu had been gone, the eye stays on the caster's forehead like a tattoo for the remainder of the topic.
