The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Description: An antique rapier with an intricate handguard that allows for ambidextrous use. This weapon has a 37" blade that has stood the test of time, although it's hardly in the shape it used to be. Even so, it can still cut and pierce flesh with no issue. The sword itself weighs just over 2lbs and is balanced comfortably just below the crossguard assembly, making it feel practically weightless in hand. It's scabbard is blackened leather wrapped around a wooden core and capped at both ends with antique blackened steel. Even though the sword is well worn it can still stand on par with standard weaponry, and with enough money it may be possible to eventually restore it to it's former glory.

C-Rank: Durability of an average C-rank (lets say steel) weapon able to pierce flesh, wood, and similar materials while chipping stone. Worn blade, well aged appearance. First stage of restoration.
B-Rank: Durability of an average B-Rank (folded steel) weapon able to cut wood with ease and pierce stone with a little bit of effort. Partially restored blade.
A-Rank: Durability of high-speed steel (steel-tungsten alloy) able to pierce and and cut through three feet of stone with relative ease, as well as chip lesser weapons. Fully restored blade.
History: St. Marie, a name passed down through generations of Roth pirate hunters and swordsmen alike, and original owner of the Singing Sword. Marie Roth lived in the era just after the 10 year hurricane and was one of the first in the family to train in the shinobi arts, although she forsook her duties as a shinobi to spend her life wandering the seas of Hurricane Country, making a name for herself as one of the best pirate hunters in Shippuugakure's history. The singing sword was her means of expressing the art and passion of combat, as well as utilizing genjutsu through a custom fighting style that the blade was named for. Eventually the Wings of Marie, her ship, disappeared. Some thought she had finally lost to those she hunted while others cursed the powerful weather of the land. The truth was the latter, her ship was torn in half by a monstrous water spout and sent to the depths. Her blade was lost to time until a team of scavengers found the ship in a reef, from there it exchanged hands multiple times with no one knowing it's true worth until the smuggling vessel that was carrying it crashed in Shipwreck Cove. This vessel was then investigated by a young Roth (Thaddeus) where he found the blade tucked away in the cargo hold. Of course the blade was hardly in any shape for combat, so Thaddeus kept is as a decorative antique until he could afford the necessary restoration fees.

Added in a section about maintaining a hum while not charging a genjutsu. I did plan on starting it as a C-Rank, if that's an issue I can change things around.

Before any of this, only weapons of S Rank are allowed to have abilities. So you might decide to rethink this weapons, but I am going to post on it.
Having a weapon that provides genjutsu on hit is OP, omit the section about adding the genjutsu: any genjutsu you use in this sor tof sense will require the jutsu needing a weapon such as this for the technique.
Have the maintenance upkeep increased to 10 chakra per post(Up from 5)

Ahh, well I'll be overhauling it to something more basic then. Aside from that what I meant wasn't to deliver genjutsu on hit, I was referring to the numbness side effect. The genjutsu would have been delivered through the sound of the hum. Originally I never planned on it having an upkeep ability, it would only hum when charging for a jutsu, instead of making hand seals. That hum would then allow the jutsu to be activated audibly from the hum if that particular genjutsu could previously be cast audibly. Anywho I'll just turn this into a normal Rapier and work on turning the humming into a Ken-Gen passive to be trained or something.
