The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Name: Reppu - Gale Canon/Custom: Canon (simply without Konoha references) Rank: D Element: None Range: Melee Type: Taijutsu Duration: 1 Cooldown: 4 Description: After getting low to the ground, the user performs a simple back-spinning kick aimed to dislodge balance in their opponent. Typically aimed at the ankle, or generally the foot, this attack does not lead to any major damage itself, but with the disruption to balance can lead into the opportunity for other attacks of higher damage threat.
Name: Senpu - Whirlwind Canon/Custom: Canon (simply without Konoha references) Rank: D Element: None Range: Melee-Short Type: Taijutsu Duration: 1 Cooldown: 4 Description: The user performs a series of 360 degree spinning kicks, typically initiated following a running and leaping start. It can be performed without the running start though the reach of the kicks is then reduced. The first of these spinning kicks is usually aimed high, with the intent of drawing the enemy into a defensive reflex that would restrict vision, or force a new position, for the following kicks.

Name: Raiton: Rokunen - Lightning Release: Sixth Sense Canon/Custom: Custom Rank: E Element: Lightning Range: 10 feet Type: Ninjutsu Duration: 2 Cooldown: 4 Description: Charging lightning chakra through the nerve endings and out of the body, the user extends the electro-magnetic impulses of the body to a short distance around themselves. With this, they can detect the whereabouts of anyone in the immediate area around them that they may not neccesarily be able to see. From there, it is up to the person's other skills to do something about it.
E Rank: At this level, the skill is unable to discern between clones and real people, nor is it able to discern between friend and foe, merely alerting to the presence of a living body.

Name: Raiton: Raikyu - Lightning Release: Lightning Ball Canon/Custom: Canon Rank: D Element: Raiton Range: Medium Range (20 feet) Type: Ninjutsu Duration: 1 Cooldown: 4 Description: After forming the necessary seals, the last of which being Horse, the user gathers their chakra above the "point" of their index fingers. The chakra gathered is condensed for explosive effect in the end, though it is only at higher ranks that such happens. At lower ranks, it simply forms a small ball of lightning energy designed for penetration of defenses.
D Rank: The technique is about the size of a softball, and can cause a dent in armor that could cause some internal damage as well. It will only pierce the weakest of Doton technique defenses, and will not explode on impact.

Name: Ryu no Kou - Dragon's Roar Rank: E Element: Fire Type: Ninjutsu/Bloodline Range: N/A Duration: 1 Cooldown: 2 Description: By focusing a small amount of chakra within the nasal passages and mouth of the user, and imbuing it with some heat, the user can creat a dark steam that will leak from the nose and mouth. Along with this, the user will base their voice, and create an utterance of noise to sound like a growl or roar. This technique causes no actual harm, and is simply used for intimidating purposes, to give the 'aura' of danger related to the Yogiri family's connections to Dragons.

Name: Katon: Hosenka no Jutsu - Fire Release: Phoenix Sage Fire Technique Canon/Custom: Canon Rank: C Element: Katon Type: Ninjutsu Range: Medium Duration: 1 Cooldown: 4 Description: The ninja does the necessary hand seals and then emits a series of small fire balls about as big as soft balls. The ninja can also hurl a projectile which is covered in these same flames. To the opponent the attack appears to be only the balls of flame, they do not see the hidden threat within the flames. Meaning that even if the flames are put out, the projectiles still converge on the target. The flames can be used to cover different projectiles like shuriken or kunai. There can be a maximum of 10 fireballs, and each one causes second-degree burns.
Name: Katon: Gokakyu no Jutsu - Fire Release: Great Fireball Technique Canon/Custom: Canon Rank: C Element: Katon Type: Ninjutsu Range: 50 feet Duration: 1 Cooldown: 4 Description: A technique where chakra kneaded inside the body is converted into fire, and expelled from the mouth in a massive orb of roaring flame. The scope of the attack is altered by controlling the volume of chakra that is mustered. The released flames will engulf their target, and leave a crater on the ground's surface. At its largest, Goukyaku no Jutsu is 10 feet in diameter, and can travel at 30 mph.
Name: Katon: Ryuka no Jutsu - Fire Release: Dragon Fire Technique Canon/Custom: Canon Rank: C Element: Katon Type: Ninjutsu Range: (25)50 feet Duration: 1 Cooldown: 4 Description: A technique where chakra kneaded inside the body is converted into fire, and expelled from the mouth in a thin spout. Typically used with Ninja Wire or some other form of cord to direct and conduct the energy towards its target, this technique can be used without such. However, without a wire of some sort, the range at which the technique will travel is greatly diminished. If the technique manages to hit the target, a large explosion follows, capable of causing multi-target damage.

Name: Bunshin No Jutsu - Clone Technique Canon/Custom: Canon Rank: E Element: None Type: Ninjutsu Range: Description: Hand Seals; Bunshin no Jutsu is a Ninjutsu technique which every ninja learns at the Ninja Academy. The Bunshin technique creates a copy of the ninja without substance and thus this clone can do absolutely no damage at all in any way. The copy resembles the ninja in every way. This clone can function as a distraction or as means to confuse one's opponent. As soon the Bunshin gets attacked or comes into contact with an opponent, it will disperse. The number of clones able to be produced is determined by the user's rank as follows. D Rank; 2 Clones. C Rank; 3 Clones. B Rank; 4 Clones. A Rank; 5 Clones. S/SS Rank; 6 Clones. 4 round cool down.
Name: Kawarimi no Jutsu - Replacement Technique Canon/Custom: Canon Rank: E Element: None Type: Ninjutsu Range: 50 feet Description: One round charge up rather than hand seals; Kawarimi no Jutsu is a basic Ninjutsu technique. When in danger the ninja will quickly substitute themself with another nearby object, this object must be something like a log or stone roughly the same size as the user. The size doesn't have to be exactly the same as the user but what this means is a person can't replace themselves with a leaf or a twig, nor could they replace themselves with a giant boulder, if questions arise over uses of this technique contact an admin but any decision they make is final. In addition this can not be another person unless that person is willing. This allows the ninja to quickly flee and hide while the original object takes the brunt of their opponents attack. These objects or other people must be within 50 feet of the user when the technique is performed. There is a 5 round cool down between uses of this technique and it can only be used a maximum of 3 times per topic.
Name: Henge no Jutsu - Transformation Technique Canon/Custom: Canon Rank: E Element: None Type: Ninjutsu Range: Description: Hand Seals; Henge no Jutsu is a ninjutsu technique which every ninja learns at the Ninja Academy. Henge allows the ninja to transform themselves into any person or object. This allows the ninja to move with stealth or to trick their opponents. However, while transformed only the user's shape and appearance changes. Meaning that if say the host turns themselves into a sword they won't be able to cut anything unless their body could do so naturally. This technique lasts for 4 posts with a cool down of 2.

Name: Shunshin no Jutsu - Body Flicker Technique Canon/Custom: Canon Rank: D Specialty: Ninjutsu Element: N/A Range: 0-2 miles Type: Supplementary Duration: N/A Cooldown: N/A Description: This jutsu requires one handseal. This jutsu is a high-speed movement technique, allowing a ninja to move short to long distances at an almost untraceable speed. To an observer, it appears as if the user has teleported. It is accomplished by using chakra to temporarily vitalise the body and move at extreme speeds. The amount of chakra required depends on the overall distance and elevation between the user and the intended destination. (Once per topic)
Name: Bakusei Kyou - Forceful Shout Canon/Custom: Custom Rank: D Element: None Range: Short Type: Ninjutsu/Bloodline Duration: 1 Cooldown: 4 Description: The user gathers and condenses chakra within the throat, forming an initial small area of effect, before it expands on its path forward. The chakra is packed it around the voice box to muffle sound and as the user shouts, the condensed chakra deepens the tone of voice adding an ominous sound to the shout that comes forth. The dense nature of the chakra lends an obvious intent to the technique, as it is meant to stop a target in their tracks and perhaps knock them to the ground. However, also due to the condensed form of the chakra, it takes longer expanding in size, thus lending aide to the foe to move to the side and avoid impact.
