The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Water Release Thin Mist Jutsu:
Name: Water Release: Thin Mist Jutsu Canon/Custom: Custom Rank: E-Rank Type: Supplementary Element: Water Range: 5 Meters High x 5 Meters Wide Specialty: Ninjutsu Duration: 2 Posts Cooldown: 1 Post Description: After completing hand-signs, the user creates a thin layer of fine mist that anyone can see through. It's not meant to blocking anyone's view, it's mainly used as a medium for simple water release jutsu. The mist can be blown away by a Fuuton jutsu (D-Rank and higher) and can be blown away by a simpler jutsu.
Water Release Stream:
Name: Water Release: Stream Canon/Custom: Custom Rank: E-Rank Type: Offensive Element: Water Range: 5 meters in direction sprayed Specialty: Ninjutsu Duration: 1 post Cooldown: 2 posts Description: The user sprays a simple stream of water at the opponent used for the purpose of distracting them or for using the water that gets on them as a medium for strengthening lightning jutsus. This jutsu can be evaporated by Fire Style jutsu (D-Rank and Above). This may also be used as a medium for lightning when the user is spraying out the water, it can be electrified and electrocute the user.

Water Release Mouth Shot:
Name: Water Release: Mouth Shot Canon/Custom: Canon Rank: D-Rank Type: Offensive Element: Water Range: 15 Meters Specialty: Ninjutsu Duration: 1 post Cooldown: 3 posts Description: The user shoots a small water senbon that explodes on impact when it hits the opponent, this is used to cause pain and to distract the opponent. It can be electrified to maximize damage (Increases penetrative power) and may also be evaporated by a Fire Style jutsu (D-Rank or Higher).
Water Shuriken Jutsu:
Name: Water Shurkiens Canon/Custom: Custom Rank: D Type: Offensive Element: Water Range: 10 meters Specialty: Ninjutsu Duration: After the Shurikens have exceeded their range or hit an object Cooldown: 2 Posts Description: After the user completes the required hand-signs (Tiger, Rat, Tiger) the user is able to manipulate water with their chakra to create the shape of a shuriken and uses their chakra to sharpen the water after done so, the user can throw the water shurikens. The shurikens will then fly for 10 meters until they hit an object or exceed that range. They are also able to get evaporated by a fire natured jutsu. They can also be electrified if the user or an ally has the lightning element. (Increases penetrative power)
Water Wolf Jutsu:
Name: Water Wolf Jutsu Canon/Custom: Custom Rank: D-Rank Type: Offensive Element: Water Range: 50m Specialty: Ninjutsu Duration: 2 posts Cooldown: 4 posts Description: The user creates and shoots a water wolf that charges at the opponent once it hits them it will then collapse. The wolf has the average dimensions of a wolf. The wolf can be electrified to maximize damage as well (+1 rank to damage). Although, the wolf can also be beaten down by someone with C-Rank strength, shurikens or any other harmful object/jutsu before they get to the opponent. They may also be evaporated by a fire element jutsu.
Small Water Wall:
Name: Small Water Wall Canon/Custom: Custom Rank: D-Rank Type: Defensive Element: Water Range: In-front of the user (5x5 Meters) Specialty: Ninjutsu Duration: 1 Post Cooldown: 2 Posts Description: The user expels water from his mouth forming a simple 5x5 meter wall. This wall can block shurikens and kunai that may be coming towards him. It may also block any simple jutsu excluding Lightning and Earth (E-Rank, D-Rank). This is because the jutsu can also backfire on the user if a lightning natured jutsu is used and can electrocute the user and water natured jutsu are weak to earth natured jutsu.
Water Release Hiding in Water Technique:
Name: Water Release: Hiding in Water Technique Canon/Custom: Canon Rank: D-Rank Type: Supplementary Element: Water Range: Water source the user is touching Specialty: Ninjutsu Duration: 3 posts Cooldown: 2 posts Description: The user is able to mold with water so that they aren't able to get detected by the enemy. The user can exit the water source at any time but the jutsu can last up to 3 posts. The user is also vulnerable to having a kunai thrown into them while in the source and may be evaporated if a fire jutsu is used. The user can also be electrocuted while inside of the water source.
C-Rank:
Water Clone Jutsu:
Name: Water Clone Jutsu Canon/Custom: Canon Rank: C Element: Water Type: Ninjutsu Range: Close (0m ~ 5m), Mid (5m ~ 10m) Description: The Water Clone Technique is similar to the Shadow Clone Technique except it creates clones out of water. Like other solid clone techniques, the clones can be used to perform tasks the user is unable or unwilling to do for themselves. The range of the clone is limited however, as it can not travel very far from the original body. Additionally, water clones only have one-tenth of the original person's power. Like other clone techniques, if the water clones are injured enough they will revert back to normal water. The maximum amount of clones is 6. This clone is destroyed in a single blow, and has a 4 post cooldown.
Hidden Mist Jutsu:
Name: Hidden Mist Jutsu Canon/Custom: Canon Rank: C Type: Defensive Element: Suiton Range: 10 meters high X 15 meters wide. Specialty: Ninjutsu Duration: 5 Posts Cooldown: 4 posts. Limit of Twice per topic. Description: After completing the required hand signs this technique will allow, the water to be drawn out of the air. This is done by merging the hydrogen particles and the oxygen particles for the user to create a large mist around the area that will limit visibility for up to five feet in front of anyone caught within the mist. The mist is rather large in size, but can be blown away by a strong enough Fuuton technique(B or Higher), and can be partially blown away by smaller ones.
River Techinique:
Name: River Techniqe Canon/Custom: Custom Rank: C Type: Supplementary Element: Water Range: 5m Specialty: Ninjutsu Duration: - Cooldown: 4 Posts Description: This jutsu allows the user to create water in their body and expel it onto the Earth as a medium for jutsu. This water may be evaporated by a fire jutsu and can also be used against the user if the opponent decides to use a lightning jutsu. The water may be also used by the opponent.

Hey, Shinichi. I'll be checking out your techniques today. But before I begin, note that academy jutsus are already given to you, so you don't have to post them up in your jutsu registration. Body Flicker, Substitution, and Clone technique are automatically a given. You can come up with some more E-ranks and one more D-rank if you'd like. Moving on,
Water Wolf Jutsu: The only issue I have with this technique is the wolves apparent ability to think coherently. Unless they are clones (which actually share a legitimate piece of the user's consciousness), then they cannot attack on their own free will. They can, however, be launched at the opponent; much like Kakashi's lightning hound. If you would like for them to be able do that, please change the description accordingly.
Small Water Wall: It cannot be allowed to block C-rank techniques. Other than that, it's good to go.
Hidden Mist Jutsu: Please change it so that it can completely be blown away by C-rank techniques. Gotta keep things even, know what I mean?
The jutsus aforementioned are the only ones that I found issues with. Other than that, you have my approval on the others. Please bump when you make the changes.

I've made the appropriate changes and made some new D-Rank and E-Rank techniques to replace the other jutsu, thanks for telling me about that. Now, for the Hidden Mist Jutsu it wasn't written by me it's one of the jutsu that are listed in the canon list. That's just copy and pasted over, do you still want me to edit it or leave it be because of that?
Hmm, I see. Nah, just leave Hidden Mist the way it is then. It'd be more work than it's worth. Everything looks good, but please specify what you mean when stating that lightning techniques "maximize damage". I understand that it amplifies the water technique, but how so? Does it cause burns? Does it increase a rank in damage? And so on. Once that is done, I'll approve your techniques.
