The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.

Tearing Earth Turning Palm - I need more than the basic description. How fast does it spiral in on itself? What is required to break from it? Jutsu like this are a bit too much in terms for site use, due to the auto kill nature. So you'll need to really dumb it down to site specifications. How much damage can it do if it crushes the enemy without killing them? It needs a cooldown. Let's handle this one before we tackle the A rank.

Actually, you out did yourself with how well its described. I like the system per rank, in which only the speed increases and not the damage dealt, which is fine. Maybe the only thing to clarify is a cooldown, and a percentage of the hampered movements from the hair line fractures. Once that is done, bump.

In order to activate this jutsu it costs the normal amount for an A rank jutsu (40cp), to keep the gate you are using open you must pay 10cp per round however if you wish to open the next gate in line it will cost an additional 10cp (so on rounds where new gate is opened overall cost is 20cp). Dom, this is a C-S technique thus should be priced as a S-rank.
None of the damage changes to the enemy. The only thing that is different ie the user's ability to manipulate the earth a bit quicker, but no damage increase. Therefore, it didn't warrant a multi rank jutsu. The previous description of this jutsu was lack luster, and he helped tighten it up. The old description spoke of depending on the skill, the user could make it faster and it was C rank by itself and was approved at 4000 ryo. This just specifies it with text and leaves no room for god mod of the tech.

How would you like to increase the damage? It basically pulls you down as the ground spirals inwards on yourself, either burying you alive or crushing you. He even stated that if he used it in a rock area it would cause more damage, possibly due to the fact that getting boulders on your head while you're getting pulled down is equal to getting stoned to death. So it's quite a deadly C-ranked Doton technique.

Here we get the the amount of time the enemy has to evade the technique. A regular technique would have the same time of evasion regardless of the user's rank, once the technique adapts itself to the user's rank it means that it's not a single ranked technique. The thunder dragons are getting stronger in your case, here the time of evasion is getting lower.

Suddenly the technique is explained as a friendly C-rank that causes hairline fractures upon most of the bones, which decreases the movement by 10%, but as explained above it isn't innocent at all, if he used it in a rocky area you're killed.
If the technique had a steady speed regardless of the rank it would priced as a C-rank, but since it increases in speed as the user gets stronger it has to be priced higher. I understand your issue of making the tech stronger if we rank it higher. But it's like if you have a D-B that makes your punch go harder as you grow in rank and I have a D that makes my punch go faster as I grow in rank.
So if a tech is rank based, it is had to priced as a rank based tech up to the level it goes.
I understand your worry, but the first part plays no part into what the technique does. It was the old description and is just an overall summary of the technique from the Naruto Source. The actual technique itself and what it truly does is below that in the system he provided. In my opiniion, it still is only classified as C, due to the fact that it doesnt require any higher of a ninjutsu to break from it, but only with skill, does the quickness of the start occur and the hairline fractures still are the only damage that occurs.
Ill provide an example. The Water Dragon, since it was the first. The potency in which it is cast, depends on the skill of the user. However, it doesnt state that it does more damage, only the fact that how its cast varies between rank and water source. I assure you that this technique's intentions are only below the Description in which is only a summarization of the old description.
