10x is way too much power.

...I also become about as durable as paper... With, y'know, a D rank justu used on him havign the effects of an S rank... And all my jutsu lower in two ranks in power... His skin becoming extremely sensitive... I would easily say that's balanced...

Still, speed, strength, and agility multiplied by ten means that he doesn't really even have to worry about being hit. He'll move too fast for a lot of jutsu and anything but 8 gates to be effective.

But I would only be able to actually throw like four punches (his fists would get shredded)

And:

Elemental Shield Jutsu (Not Doton, pure strength would break that) would be a big downside for this, as they would effect him at S rank. Meaning it would impossible to break ANY Shield jutsu if they required more then brute strength.

Trap Jutsu.

Cage-like Jutsu.

Full Body Jutsu, on opponent's self.

Limb-based jutsu.

All of those would effect Genesis in extremely painful ways beyond that of any thing. This jutsu costs 40 Chakra (I think) and a 5 Chakra E rank that shoots bubbles could neigh annihilate me (there'd be some MASSIVE knockback)

But with greater strength, speed, and agility, you could attack long before enough handseals can be completed for elemental shield jutsu, and you would be able to evade traps, cages, and taijutsu. Less than 10x normal.

Not all jutsu require handseals...

In fact, not every jutsu made always has every weakness, that would defeat the purpose of the jutsu themselves.

Most elemental jutsu require handseals. A very large number, in fact. Less than 10x, or take it up with someone else in the staff. You'll probably get the same answer.

I fail to see why it's to powerful, especially with all the downsides; and especially with the "would completely shred all skin on hand to punch anything with it"

So, even if the person I was fighting had absolutely no jutsu to defend it with; simply blocking with their blade, or a sacrificial limb would totally detroy my ability to punch with that hand again for a long while. If he really went for it, I could punch twice with each hand and totally destroy the use of them forever. (Unless healled by some amazing Ijutsu)

Because 10x is much too powerful on any stat. I will deny 10x on anything, regardless of drawbacks.

It's A-ranked. 10x isn't even allowed for S-ranked, so the jutsu is definitely A-ranked.

Allow me to further continue. If you are to use this S Rank, just like was told to me by Tak himself for my flash mode, you will have to void all other stat boosts. you also need cutting power involved with this, and how your able to conduct it with lightning if the handle your holding makes it impossible to send lightning into your body. The same would apply going from your body to the scythe. I may have missed charge time, and I saw no cooldown.

I've been told 10x is far to much to boost a stat yes, but I figured since I'm just boosting swinging speed, and not all of his speed, that it would be approvable.

Given, I could get an S rank at 5x [I believe.... Since there are A ranks that boost 5x] to all speed, and include swinging speed within that... So, I figured by reducing it to only swinging/punching speed.... anyways...

Cutting power isn't increased beyond, well, exactly what a chakra laced blade would do. So he'd be able to cut off limbs... But the scythe could do that anyways...

I'm not sure what you meant by the second part... If you mean how he'd be able to turn his scythe blade to lightning, it's because it's not surging lightning chakra through it, it's just turning the blade to lightning chakra. Most likely by touching one of the large metal parts of the Scythe..
