The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Name: Chapter Black Canon/Custom: Custom Rank: S Element: n/a Type: Genjutsu Range: Touch Description: The user charges chakra into their palm for the same amount of time they would normally perform seals for a S rank jutsu in place of doing hand seals. After charging is completed the user places their hand on the victim's forehead and the affected person's body goes limp for the remaining duration of this technique, in addition the user can't removed their hand from the forehead or the technique ends early. In addition the user can not use any force against the victim during this technique, meaning they can't use other techniques weapons or even their fists to strike them or the jutsu is ended early.
When the victim's body goes limp their brain kicks into overdrive, showing them a reel of images known only as "Chapter Black". Chapter Black is like a rapid paced slide show of all kinds of human cruelty. Things like brutal war where men are tearing flesh from each other's bodies with their bare hands, children being forced to watch their mother being raped while helpless to stop it and every other kind of unimaginable dark lust of mankind. This "video" is the thing of legend and is known to be a last resort measure or torture and interrogation developed by the first warlord, Sensō Kinzoku. As such the fear surrounding this technique has made it something of a ghost story that scares people just at the thought of being forced to watch it play through all across the globe.
When the technique starts the visions are of murder and other gruesome but normally semi-tolerated crimes. If the user removes their hand after one round then the mental damage is minor, sending the victim into shock which makes them scared for the rest of the topic and unable to stop thinking about what they saw so they move at half speed.
By the time the second round of being held comes around the visions become crimes that many people don't think would ever be committed, everything from sexual taboos to dissection of humans and cannibalism. If after two rounds the user removes their hand then the victim's mental damage is moderately high, enough to be considered mental disease on short term. They still see flashes of these visions in the back of their mind even after the jutsu ends for the rest of the topic and the topic after. Their speed is halved for the rest of the topic.
If the user does not release their hand by the time it has been there three rounds then the effects of this visions are at full power. The victim sees things that a human mind is unable to comprehend, they lose their faith in humankind and go completely insane by being shown just how low a human is able to go. They drop to the ground for two posts foaming at the mouth and gurgling hysterically, the visions are all they can see during these two posts as they permanently implant themselves on the victim's mental eye. The insanity effect is permanent, it doesn't make them unable to move or function but their mentality is shattered. The visions return every time the victim is near the user (even after the topic it was used in ends), this causes the speed drop from fear caused at the lower level damages of this technique but it will not make them pass out again unless for some reason they have it used on them again.
This jutsu, even though a genjutsu, is not able to be broken by Genjutsu Kai as it's sheer power is to immense. This can only be broken by primary genjutsu users, this is done by expending an extremely large amount of chakra into one's brain, the exact number of chakra is 100 points. The victim must charge this chakra for one round after they are trapped (meaning they are able to end it before they enter stage two) for it to surge up enough to counter the jutsu. Once per topic use.
14,000 ryo, just add in the once per topic use if it isnt already there, and that only primary genjutsu users can reverse the full effects, due to their extensive knowledge of genjutsu. Everyone else is just screwed...

Name: Mizukiri no Yaiba Canon/Custom: Canon Rank: B Element: Suiton Type: Ninjutsu Range: 5ft Description: Rather than hand seals the user charges chakra into their palm for the same time it would normally take them to perform a B rank jutsu. This technique requires the user to have at least 5 gallons of water within 10 feet of them, a Jounin or higher rank shinobi is able to create this technique without using external water once per topic. Taking the water the user creates a five foot long sword in their hand, it appears to be a sharpened cylinder of flowing water but due to the chakra mixed into it it has a hardness equal to steel strength and can also be broken by B rank Doton techniques. This jutsu can extinguish up to A rank katon techniques it somes into contact with and has the cutting edge to cut through flesh but stops at bone. This sword breaks after ten strikes. Cool down of seven posts after breaking.

Name: Kagayaku tenshi (Shining Angel - 輝く天使) Canon/Custom: Custom Rank: C Element: Metal Type: Ninjutsu Range: Self Description: Charge time equal to seals. The user is required to have a medium amount of steel or higher grade material near them for this technique to function, a jounin or higher rank shinobi can perform this jutsu once per topic without needing this external source of metal. This jutsu forms into a pair of angelic wings on the user's back to give them a total of a ten foot wingspan, the strength of these wings depends on the grade of metal used to make them. If these wings were formed of pure chakra by a jounin or higher rank shinobi the are the strength of steel. When the user flies using these wings they can move at speeds of up to 60 mph. The jutsu lasts for up to five posts with a seven post cool down.

That's listed, they are as strong as the material used to make them. And if the user is powerful enough to just makethem without a natural metal source they are steel strength.

Name: Suiton: Ōuzu Matoi no Jutsu Canon/Custom: Canon Rank: B Element: Suiton Type: Kenjutsu Range: 20 feet Description: Charge equal to hand seals, the user requires two things to use this technique, a weapon at least two feet in length (this is to prevent it being used with kunai and other tiny weapons) and a large supply of water nearby (within 15 feet of the user). After the user has charged their chakra into the weapon they plan to use (weapon must be held in hand the entire time) the water starts circling around the blade and grows larger until it reaches maximum size. The user then swings the weapon like normal with no sensation of added weight to use this whirlpool as an extension to the normal range of their attack. The whirlpool is six feet across at its widest point. This whirlpool acts as a rotating buzz saw made of tempered steel, able to slice through iron (up to two inches) and break bones if slammed into them. If slammed down on top of someone the force can break the person that was hit's legs, a side swipe will possibly break someone's ribs and throw them in addition to cutting any part of the body that it came into contact with the force of being slammed with this would launch people anywhere from twenty to thirty-five feet away. The slicing gashes that this does to people on contact are an inch and a half deep. This coating of suiton on the weapon lasts for two posts with a seven post cool down.
Name: Lightning Beast Running Technique Canon/Custom: Canon Rank: C Element: Raiton Type: Ninjutsu Range: 50 feet Description: Hand Seals; the user creates a hound composed of lightning chakra standing four feet tall at the shoulder. This beast is connected to a leash also made of lightning chakra held in the user's hand that allows them to control it but prevents the user from doing hand seals for the duration of the technique. The hound is able to run around at the user's command for the length of it's leash (50 feet) at a max speed of 30 mph, when it hits something it can either explode and cause second degree electrical burns to everything within five feet of it, or try to maul them with it's claws and fangs which paralyze for a round on contact and can cut through iron. The maximum number of rounds this hound can remain is three, after that it automatically explodes and then dissipates. 5 round cool down.
