The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

well flesh is alot softer then steel and has a much lower heat resistance so I'd assume pretty much the same. dodging the short of an attack though aint hard though

When the pulse returns the user has a mental picture of what was picked up on the sonar. This technique continues pulsating constantly so the image is updated every two seconds, one second going out and another second coming back, as to gain an accurate picture of what is going on around them in the air. This technique is able to last for up to a maximum of ten posts but is cancelled early if they open their eyes. If a blind person uses this technique they do not need to close their eyes.

Mmk, edit that in please, also can it disrupt other wind sensory techniques? Take the eagle eye compass that senses a break in the air flow, since this causes a constant pulse of wind chakra, would it effect that doujutsu, or just remain as it's own sensory.

Hmm, I wouldn't think it could actually disrupt other sensors. However your example, the eagle eye compass, would be able to tell that this technique is active since it pulses in the wind.
Name: Kinzoku no sosei henkan-hō (Metallic Composition Conversion Technique - 金属の組成変換法) Canon/Custom: Custom Rank: A Element: Metal Type: Ninjutsu Range: Touch Description: No Hand Seals, instead the user charges metal chakra into their hands for the same length of time they would normally be doing seals for this level of technique. When the chakra has been charged up the users hands are coated in a very thick sheet of silver chakra that is in constant motion around the user's hand due to it's unstable particles, It appears to be some kind of miniature chainsaw but as it is just chakra this is shape only and it can't cut anything. By placing their hands on a metallic substance a Kinzoku master is able to change the grade of a metal all the way down to it's basic composition by rearranging the elemental atomic structure. For example a user of this technique could take a piece of steel and rearrange it's atoms to turn it into a piece or iron thus weakening it. In turn they could also rearrange that steel into the proper order to make it a stronger metal like titanuim. This change is permanent as there is no reason for the stable atoms in a piece of metal to move as they are tightly bound to one another. This jutsu costs the basic 40 chakra for an A rank jutsu and an additional 10 chakra each round after to keep it activated for a maximum of four posts. Name: Art of the Smith: The Sacred Forge Canon/Custom: Custom Rank: B Element: n/a Type: Ninjutsu Range: Touch Description: No Seals; The user places their hands on the ground and creates a golden symbol on the ground that stretches out ten feet in every direction from the center, the user is about a foot away from the center when they cast it. From this symbol rises a golden orb with a rainbow of metallic colors running through it's center, this orb is known as the sacred forge in myths and folk tales through the heat country. At this point the caster is able to take a weapon or item that has no previous abilities that were not granted by this jutsu and slide it into the orb and place a jutsu within their list into the very molecules of the item, the orb acts as a void of space so when something is placed inside it it seems to disappear into another realm. Placing a jutsu inside a weapon takes two rounds and while doing this the caster is unable to move from his spot with his hands and the weapon/item inside the orb so this while possible to be used in battle is not recommended unless you have someone else to cover you. After a jutsu has been placed inside a weapon it doesnt cost chakra to perform but it is limited to a certain number of uses per topic as described further on.
To place a jutsu inside a weapon the user must release the chakra that they would normally have used to cast it, this chakra is taken straight from their personal chakra pool once again as if it had just been used. The chakra binds itself to the weapon/item's atoms and becomes one with them for eternity. IN addition ONE other person can place their hands inside the orb per use of the jutsu and add their own jutsu into the item as well at the cost of the chakra for the jutsu from their personal pool of chakra. After the jutsu is over the weapon is forever able to cast that jutsu a certain number of times per topic based on it's rank as well as how many times per topic it can be used as shown below:

The Sacred Forge
This is here for technical reasons even though it is implied. After a weapon has had a jutsu placed inside it it is to be registered so it can be officially priced and approved. The base weapon would not be included in the price so long as the forger had provided that material before hand IC as something they purchased in the OOC weapon shops. (meaning if someone purchased two blocks of steel and made a katana from it then sealed jutsu inside it would not need to be added into the new price after a jutsu is placed in it since they already own the item IC.) However at that point is it the responsibility of the member to provide the proper information for the staff member to price it this includes the following;
The FULL description of the jutsu(s) placed inside the weapon and/or item
The proper price at which that technique was approved, if the jutsu does not have an offical price due to special circumstances then this information is to be provided so the staff member can price that technique
The multiplier for that level of jutsu as is listed above in this technique in the table
The member IS allowed to do the math themselves if they so choose however the staff is advised to double check this just a precaution, I doubt anyone will be dishonest but we all forget to carry the one every now and then.
NOTE: If jutsu have a basic limitation of usage within their own descriptions then they must be followed. For example body flicker is a once per topic technique thus the max times it could be sealed into a weapon is ONE regardless of it's rank limitations of this jutsu.

Art of the Smith: Sacred Forge - so all in all, before I start, is this pretty much acting like a middle man to how jutsu are forged with abilities? That is the one thing I want to know, to ensure how I look at this.
Ok, I know its probably in there, but I am once again, trying to confirm. Though you have a chart with max usage per rank, some jutsu will not be able to sustain even that, due to their own personal usages per topic. Make sure its in all bold and caps that the user must apply the rules of the jutsu, even if the jutsu is in the blade. It's not so much about this being OP, bc its not at all, but its about protecting the integrity of the original jutsu and its approval process.

Name: Fenriru no kobushi (Fenrir Fist - フェンリルの拳) Canon/Custom: Custom Rank: C Element: Metal Type: Ninjutsu Range: Self Description: Hand Seals; requires the user's wrist(s) to have blood dripping out of them from at least a moderate level wound or at least to have blood on their arms. Taking the blood on their arm's the user rips out all of the iron molecules in it and forms them into the shape of a wolf head around their fist. This can open and shut the jaw without using chakra at a rate of 30 mph and can also be shot from the wrist at a rate of 50 mph. Once detached from the arm it can snap open and shut once before dissolving into blood again. If not shot from the wrist the wolf head had three rounds of action before it dissolves naturally. This is broken by D rank fire C rank wind/water/earth and B rank lightning. 4 round cool down.

Name: Tenkan kaminari (Turnabout Lightning) Canon/Custom: Custom Rank: A Element: Raiton Type: Ninjutsu Range: Internal Description: no hand seals, Tenkan kaminari is a sub-technique within Lightning Release, allowing a Lightning user to absorb lightning chakra into their body as energy, then release the lightning in a more desirable direction. The user lets the energy in his or her own body's Tenketsu Points flow, creating a current. Naturally, the lightning will follow it. The user must create a pathway of chakra, from the index and middle fingertips of their non-dominant hand, from where the Raiton chakra is absorbed, up their arm to the shoulder, then down into the stomach. The stomach is the source of energy within the human body, where all the Tenketsu Points meet to form a 'sea of Chakra'. From the stomach, the user directs it up again and out the other arm. The stomach detour is critical, the user must not let the lightning pass through his or her heart, or the damage could be fatal. This technique can be used to absorb any lightning technique (apart from melee attacks such as the Chidori) and redirect them in a position to the choosing of the user, preferably back at the opponent. The use of this technique requires maximum control over the lightning element thus it can only be learned by Jounin and higher ranked shinobi. This is usable only twice per topic in order to keep the user's internal electrical currents from overloading, it can be used a third time however but this would result in death. There is a three post cool down between uses.
Metallic Composition Conversion Technique - So, with your sacred forge, is this also a non battle jutsu, and more a part of a building technique? Or does it have battle use as well? I'm sure that if you are to use this in battle, you would have to pay for said upgrade after the topic. I also worry that if you lower the power of an enemy weapon, that they will scream about it being unfair and OP that their weapon is downgraded permanently. Let's do something like its downgraded up to one topic of REAL battle after the initial use, and say that the atoms are slowly compacted back to place?
It is indeed normally a non-combat jutsu though it has the power to be used in battle. And as far as the weapons of others we can set something up like we did the forge though we have to finish our metal grade system we started first. So until then let's put that one on hold, for now let's move on to the next jutsu.
